Government of Republic of Kosovo approved decision to increase the salary by 4% for all employees receiving salaries from the budget

The Government of the Republic of Kosovo, led by Ramush Haradinaj, held its 24th meeting in which it reviewed and approved decisions from its constitutional and legal competencies.
Based on the Law on the Central Bank of the Republic of Kosovo, for the selection of candidates for the Governor of the Central Bank of the Republic of Kosovo, the Government of Kosovo has approved the list that will forward to the Assembly of the Republic of Kosovo with the following candidates:
1.      Fehmi Mehmeti
2.      Shkëndije Himaj
3.      Besnik Bislimi, and
4.      Safet Merovci
 
The Government of Kosovo has approved the repeal of Decision No. 06/98 of the Government of Kosovo dated 29 June 2016 for the appointment of Deputy Director for Air Navigation Services for Operational Affairs and Deputy Director of the Agency for Air Navigation Services for Administrative Financial Matters.
At today's meeting, the government cabinet approved the request for approval of budget for Municipality of Lipjan after the approval of the 2018 budget by the Municipal Assembly of Lipjan on 18.12.2017. This budget approval was needed, as the Municipal Assembly of Lipjan has delayed the approval of the budget within the legal deadline.
The Government has approved the decision to increase salaries starting from 1 January 2018 for all categories of employees receiving salaries from the Republic of Kosovo budget by 4% of the basic salary including financial means of 30 Euros for Civil Service workers of Republic of Kosovo and 44 euros for health workers. The increase is also applied to the reward of members of the Kosovo Academy of Sciences and Arts. This increase will not include all those who have benefited from the salary increase according to the decision of the Government of Kosovo dated 20 December 2017.
 
Government of Kosovo at its meeting also approved the decision to allocate funds in the amount of 54,850.00 (fifty-four thousand and eight hundred and fifty) euros for covering the expenses for the multicultural manifestation "Flaka e Janarit" 2018 in the Municipality of Gjilan.
The Government Cabinet approved the decision to establish the Advisory Board of the Employment Agency of the Republic of Kosovo. The Advisory Board will have the following composition:
1.      Izedin Bytyqi-MLSW,
2.      Hysnije Maloku- MF,
3.      Rexhep Bllaca-MTI,
4.      Veton Alihajdari-MEST,
5.      Veton Firzi-MCYS,
6.      Lah Nitaj-National Qualifications Authority,
7.      Avni Ajdini -BSPK,
8.      Safet Gerxhaliu-OEK,
9.      Sazan Ibrahimi- Association of Kosovo Municipalities.
 
With the decision approved today at the meeting of Government of Kosovo, the Centres for Social Work in the municipalities of the Republic of Kosovo are designated as institutions responsible for assessing social categories that will be exempted from payment of premiums and co-payments if identified as poor according to the criteria of the Poverty Test.
It is approved the decision to further review the request for expropriation for the public interest of immovable property of owners and interest holders affected by the construction of Highway Prishtina-Hani i Elezit, Cadastral Zones Nikaj and Soponicë, Municipality of Kaçanik and Cadastral Zone Hani i Elezit, Municipality of Hani i Elezit.
It is approved the decision for establishment of the Local Public Enterprise "Multifunctional Centre" JSC Mitrovica, with MA Mitrovica possessing 100% shares.
 
The Government of Kosovo has established an inter-ministerial commission for marking the 550th anniversary of the death of National Hero Gjergj Kastrioti Skënderbeu. The commission is mandated to make all the preparations as well as the agenda of marking the 550th anniversary of the death of National Hero Gjergj Kastrioti Skënderbeu.
The commission consists of:
1.      Jahja Lluka, Adviser of the Prime Minister;
2.      Secretary of OPM;
3.      Minister of MCYS;
4.      Secretary of MCYS
5.      Minister of MEST;
6.      Secretary of MF;
7.      Representative from the Presidency;
8.      Representative from the Assembly;
9.      Representative from the Municipal Assembly.
Prime Minister Haradinaj informed the government cabinet about the dialogue process between Kosovo and Serbia, and proposed to appoint Kosovo's chief of delegation for negotiations with Serbia. The government has approved the proposal of the Prime Minister that Avni Arifi to be the chief of the Kosovo delegation in this dialogue with the mediation of Brussels.
 
Minister of Justice, Abelard Tahiri, informed the Government Cabinet of the process of conclusion of EULEX Mission in Kosovo, as well as steps taken to fill legal vacuums. 8 laws have been identified which need to be supplemented and amended in this process. Minister of Justice even proposed supplementing and amending the decision on the composition of the Steering Committee for Implementing the National Strategy on Ownership Rights.
 
Government Cabinet supported the proposal of the Minister of Labour and Social Welfare, Skender Reçica, to allocate the amount of EUR 65 thousands to support the Centres for Sheltering Victims of Domestic Violence. Also, upon the proposal of Minister Reçica, it was decided to increase the amount of compensation for social assistance schemes for 20 percent, according to the number of family members, starting from 01.01.2018.
 
Upon the proposal of the Minister of Trade and Industry, Bajram Hasani, the Administrative Instruction on the manner of making available real estate owned by public enterprises for development and implementation of strategic investment and Administrative Instruction on means of verification of eligibility for status of strategic investor and financing of strategic projects, were adopted.
