Twenty ninth meeting of the Government of Kosovo

The Government of the Republic of Kosovo approved decisions for allocation of financial means for events to be held on the occasion of tenth anniversary of independence, established the Organizational Council for marking the KLA Epopee and approved initiatives for negotiating grant agreement from European Bank for Reconstruction and Development (EBRD), as well German Development Bank (KfW).
In the opening of the meeting, Prime Minister Ramush Haradinaj informed the Cabinet of Government of the visit in United States of America, considering it as very successful. Kosovo delegation held important meetings and took a very strong message from authorities of United States of America that they will continue to support Kosovo in moving forward.

The Government approved the Draft Law on amending and supplementing the Law on Official Statistics of the Republic of Kosovo. This Draft Law amends and supplements the existing law and is in compliance with the European legislation.

The Government approved also the Regulation on Internal Organization and Systematization of Jobs in the Ministry of Diaspora and Strategic Investments. The Regulation establishes the internal organization of the ministry, following its reorganization and expansion of its responsibility after the establishment of Government in September 2017.

The Cabinet of Government allocated financial means in the amount of EUR 600,000 (six hundred thousand Euros) for implementation of the Organizational Council programme for marking the 10th anniversary of independence of Republic of Kosovo. These means are allocated from unforeseen expenses and are transferred to the Ministry of Culture, Youth and Sport, in the category of Subventions and Transfers. Ministry of Culture, Youth and Sport and Ministry of Finance are obliged to enforce this decision.

In today’s meeting, the Government established the Organizational Council for celebration of the Epopee of Kosovo Liberation Army and allocated financial means in the amount of 100 thousand Euros for this event, which will be organized under the patronage of the Prime Minister of the Republic of Kosovo.

Government of Kosovo approved the Report on Preliminary Financial Statements for budget execution during 2017. This report is forwarded to the Assembly of Kosovo for information. Based on Report, revenues in budget during 2017 amounted to 1 billion and 920 million Euro, and are for eight percent higher than in the previous year. Expenses amount to 1 billion and 835 million Euros, which is four percent higher than in the previous year.

In today’s meeting, the Government approved a decision whereby approving changes in the tables attached to the Law on Budget for 2018. Changes are in view of fulfilling outstanding financial obligations from the previous year for multiannual capital projects. This decision will be forwarded to the Assembly of Kosovo as well.
The Government approved two initiatives of the Ministry of Finance for reaching international grant agreements with European Bank for Reconstruction and Development (EBRD) and German Development Bank (KfW). Agreement with EBRD concerns the funding of construction of regional roads, whereas that with KfW for funding the project for elimination of waste waters in South-West Kosovo (Municipality of Prizren, Gjakova and Peja) – Phase V.

The Government appointed Ekrem Kastrati in the position of the Secretary General of the Ministry of Education, Science and Technology.

In today’s meeting, the Cabinet of Government established the Inter-Ministerial Steering Committee for developing the project “Istog-Peja-Deçan-Gjakova-Prizren highway”. The Committee will be composed as follows:

1.    Minister of Infrastructure - Chair
2.    Minister of Finance - Member
3.    Minister of Economic Development - Member
4.    Minister of Environment and Spatial Planning - Member
5.    Minister of Regional Development - Member

Deputy Prime Minister, Fatmir Limaj, informed the Cabinet of Government of severe situation in the Memorial Complex “Adem Jashari” in Prekaz due to the lack of investments for conserving the facilities of Jasharaj towers. Deputy Prime Minister Limaj stated that they will analyze the situation until the next meeting and recommend the Government steps to be taken for protecting this complex that is a sublime value of liberation war.

Prime Minister Ramush Haradinaj stated that today he took a decision to raise the flag of Kosovo at the place called “Rrethi” at the entry of Prishtina. “The 17th of February is the most meaningful date for Kosovo and will be honoured in the most dignified manner” stated Prime Minister Haradinaj and requested from all participants to refrain from emotional debates and focus on marking the jubilee anniversary of declaration of independence in a dignified manner.
