The Government of Kosovo, based on its constitutional right, has approved the package of draft laws regulating the role, function and service in the Kosovo Security Force. In this context, the Draft Law on the Kosovo Security Force, the Draft Law on the Service in the Kosovo Security Force and the Draft Law on the Ministry of Defence were approved.
The draft law on the Kosovo Security Force defines the competencies, organization and functioning of the Kosovo Security Force as a multi-ethnic, professional, armed and authorized force to serve inside and outside the country in accordance with the constitutional and legal mandate, in defence of territorial integrity, protection of citizens, property and interests of the Republic of Kosovo and subject to democratic civilian control.
The Draft Law on Service in the Kosovo Security Force regulates the general conditions of service in the Kosovo Security Force as a service built on the principle of legality, professionalism, command, discipline, respect, honour, information retention, communication, non-discrimination and equal opportunities, political impartiality, transparency and accountability.
The Draft Law on the Ministry of Defence defines the organization and transformation of the Ministry of the Kosovo Security Force to the Ministry of Defence within the Government of the Republic of Kosovo for the purpose of oversight and democratic civilian control over the Kosovo Security Force, with its organizational structure that ensures full functionality and fulfilment of its responsibilities.
At the proposal of the Office of the Prime Minister, the Government Cabinet approved the decision to amend the legislative program related to changing the deadlines for approval of these Draft Laws by the Government of the Republic of Kosovo:
– Draft-Law on amending and supplementing of the Law on Private Security Services;
– Draft-Law on amending and supplementing of the Law on Health;
– Draft-Law on amending and supplementing of the Law on Health Insurance.
The Government Cabinet, after the review, also approved the Concept Document on the Field of Trade, which aims to address the problems faced by the trade sector (domestic and foreign trade), as envisioned in the Government Work Plan for 2018, which initiated and drafted the draft Concept Document on the field of trade.
The Government of Kosovo approved the decision on the approval of recommendation of Inter-Ministerial Committee on Publicly-owned Enterprises on renting for temporary use of Public Enterprise “Airport of Gjakova” to RWC “Gjakova”.
At today’s meeting, the decision on exclusion from the scope of the Law on Public Procurement was approved for the project “Establishment of Cyber Security”.
The Government of Kosovo has approved the decision to grant the consent for the placement of the optical cable for the Air Navigation Services Agency, in the Cadastral Zone Vrellë of Golesh, Lipjan Municipality.
With the decision approved in today’s meeting, the requests of the Municipality of Prizren and Istog have been approved for the withdrawal from the privatization process and the return of immovable property to the ownership of these municipalities for the purpose of implementing projects of public interest.
The decision to further review the request for expropriation of immovable properties for the public interest affected by the establishment of the Economic Zone in the Municipality of Malisheva, Cadastral Zones Banjë, Bellanicë and Senik of the Municipality of Malisheva has been approved today by the Government Cabinet.
The Government has approved the Regulation on Grading and Salaries of the Creators and Performers of Culture and the Professional Cultural Heritage Employees.
