114th Government Meeting

KSF contingent, Kosovo Police, Public Enterprises such as TREPÇA – A Rescue Team; Artana Mine, a Rescue Team; Kosovo Energy Corporation (KEK), Firefighting Unit; Maintenance companies contracted by the Ministry of Infrastructure and all other security institutions have been mobilized and started to assist the Republic of Albania, following today’s decision of the Government of the Republic of Kosovo at the meeting emergency after the tragedy and emergency, followed by the powerful earthquake that struck Albania.
As the extraordinary meeting begins, the government cabinet has held a minute of silence in honor of the victims of the earthquake in the Republic of Albania, where Prime Minister Ramush Haradinaj expressed his condolences for the lost lives in Albania and for all the other affected by this tragedy.
Incumbent Prime Minister Haradinaj briefed the cabinet on steps to be taken based on applicable tragedy laws abroad.
“According to Law No. 04 / l-177 on the Deployment of the Kosovo Security Force Abroad, 8 Humanitarian Operations stipulates that; The deployment of the KSF contingent in humanitarian operations shall be made on the basis of a request for assistance from the receiving State, under international agreements, at the invitation of any international organization, or at the request of any member state of the international security organization as well as with any United Nations Security Council Resolution. The decision to send the KSF contingent abroad for humanitarian operations is made by the Government of the Republic of Kosovo, based on the proposal of the Minister of the KSF or any Minister of the Government of the Republic of Kosovo, depending on whom the request is addressed to. The President of the Republic of Kosovo, after making a decision by the Government, authorizes the dispatch of the KSF contingent and notifies the Assembly of the Republic of Kosovo. Upon authorization by the President, the Prime Minister authorizes the Minister of the KSF to order the dispatch of the KSF contingent abroad.
Following the decision of the Government Cabinet to send the KSF contingent to Albania, Prime Minister Haradinaj has taken a decision to send the Kosovo Police contingent, other security teams from the Public Enterprises and the decision to send the companies to Kosovo maintenance of roads in Kosovo, for the use of heavy machinery, to assist rescue teams in Albania.
Today, the Government of the Republic of Kosovo has decided to allocate a financial sum of 500 thousand euros to Albania.
Incumbent Prime Minister Haradinaj, at today’s meeting of the Government of the Republic of Kosovo, has also demanded that the Kosovo Institutions fulfill all the protocol aspects needed in the earthquake cases for Kosovo.
“I urge all the public institutions, such as hospitals, schools and other institutions, to immediately address mobilization protocols for national emergencies, including the designation of responsible persons, evacuation plans and those responsible for these emergencies,” said incumbent Prime Minister Haradinaj, on the steps and procedures to be followed in such cases.
Also regarding this fact, knowing that Kosovo may also be affected by such disasters, Incumbent Prime Minister Haradinaj has requested the Emergency Management Agency to immediately assess at the country level the alarm and alert system for emergency situations of this nature and to take the necessary steps to be ready.
“According to the Constitution and the Laws, if such a situation occurs in Kosovo, the President of the Republic of Kosovo, after consulting the Government and the Assembly, may order the mobilization of the Kosovo Security Force to assist in the State of Emergency”, said Incumbent Prime Minister Haradinaj, explaining that the Security Council of the Republic of Kosovo, only during a State of Emergency, exercises executive functions limited to functions specifically related to the State of Emergency. During a State of Emergency, the Security Council of the Republic of Kosovo shall be chaired by the President of the Republic of Kosovo, as provided by law. During a State of Emergency, the Security Council of the Republic of Kosovo shall cooperate closely with the Government, the Assembly and international authorities.
At the end of the extraordinary meeting of the Government of the Republic of Kosovo, the incumbent Prime Minister, Haradinaj said that he feels deeply affected by the tragedy that has affected Albania and its people.
“The thoughts and prayers of our people at this moment are with the citizens of Albania, our compatriots, all those who lost their lives, their families, the families of the injured and all those affected by this disaster,” said incumbent Prime Minister Haradinaj.
