Office of Budget and Finances (OBF)

1. Office of Budget and Finances shall have the following duties and responsibilities:

1.1. Plan the budget of the Office of the Prime Minister;

1.2. Coordinate the OPM budget police in compliance with the budget strategy;

1.3. Implement approved budget policies on the basis of the Law on Management of Public Finances;

1.4. Coordinate budget planning with budget units within OPM;

1.5. Control and harmonize the OPM budget with its budget units and KB budget framework;

1.6. Implement measures of budget savings approved by the Government and implement provisions of budget framework and circulars;

1.7. Draw up budget reports for OPM;

1.8. Spend the budget in compliance with OPM plans;

1.9. Implement all decisions of the Government and the Prime Minister with regards to OPM budget;

1.10. Draw up OPM financial balances together with budget units within OPM;

1.11. Design the cash flow plan;

1.12. Draw up various periodical and annual reports on the basis of various requests of the LMPF and the Law on Access to Public Documents;

1.13. Implement the Treasury policies and procedures on the spending of the OPM budget;

1.14. Undertake necessary actions on budget savings;

1.15. Inform Prime Minister’s Cabinet and OPM Secretary on the OPM budget state of affairs, including all OPM budget units;

1.16. Inform the OPM budget units on necessary measures on budget savings; 1.17. Implement all decisions undertaken by the Prime Minister and OPM Secretary with regards to the budget.

2. Office of Budget and Finances shall perform other duties and responsibilities provided for by Law No. 03/L-048 on Management of Public Finances and Responsibilities and other legislation in force as well as duties assigned by the Prime Minister and OPM General Secretary;

3. Office of Budget shall be led by Chief Financial Officer and shall have the functions and responsibilities provided for by Law No. 03/L-048 on Management of Public Finances and Responsibilities. Chief Financial Officer is a post equal to the Office Director.

4. Number of staff at the Office of Budget and Finance shall be seven (7) civil servants, as follows:

4.1. Director of the Office of Budget and Finances;

4.2. Head of Finance Division;

4.3. Head of Budget Division;

4.4. Senior Accounting and Income Officer;

4.5. Senior Finance and Cashier Officer;

4.6. Finance Officer; and

4.7. Officer on Assets.
