Coordinator of Property Rights

1. Coordinator of Property Rights shall have the duties and responsibilities (Government Decision No. 11/78,12.06.2012), as follows:

1.1. Provide advice to the Prime Minister of the Republic of Kosovo in the area of property rights;

1.2. Inform on activities of all public institutions able to have an impact on property rights in Kosovo;

1.3. Coordinate the drafting of policies on property issues and activities in property rights’ reforms;

1.4. Coordinate the review of legislation by all Ministries and respective agencies, which affects or creates property rights in Kosovo in order to determine which legislation provides appropriate protection of property rights, including the rights of displaced persons and disadvantaged groups, as provided for by the best international standards;

1.5. Initiate debates and enable discussion with, and among the executive branch, legislative branch, civil society and national and international non-governmental actors with interest in the protection of property rights in order to identify the concerns with regards to the lack of protection of property rights as well as prepare a report on the results of work to this end;

1.6. Coordinate the drafting of policies based on the results of this assessment and public discussion for the purpose of property rights’ protection, in particular of displaced persons and vulnerable groups in Kosovo;

1.7. Provide policy advice to the Prime Minister on the basis of results deriving from consultation processes that would enable the Government of Kosovo to propose measures protecting property rights in Kosovo;

1.8. On the basis of policies defined by the Prime Minister and in full consultation with Ministries and respective agencies, prepare a strategy and action plan on protection of property rights, in particular the rights of displaced persons and vulnerable groups in Kosovo, which would imply a comprehensive reporting and overseeing mechanism to ensure and proof the accomplishment of purposes identified in the strategy and action plan;

1.9. Coordinate activities developed through Ministries and agencies in implementing the Government strategy and action plan on protection of property rights in order to reflect and represent Government priorities at annual operational documents of these institutions; arrange the regular review of these activities in order to ensure that the legislative framework for the protection of property rights is effective and if this doesn’t happen, then propose appropriate reforms after consultation with all stakeholders;

1.10. Coordinate activities of Ministries and agencies in implementing the Government strategy and action on protection of agricultural land and forests. Arrange the regular review of these activities in order to ensure that the legislative framework for the protection of property rights is effective and if this doesn’t happen, then propose appropriate reforms after consultation with all stakeholders;

1.11. Perform other duties assigned by the Prime Minister of Kosovo dealing with the Government strategy and action plan on protection of property rights; 1.12. Coordinator of property rights shall be directly accountable to the Prime Minister or the Deputy Prime Minister appointed by the Prime Minister.
