Office of Strategic Planning (OSP)

1. Office of Strategic Planning shall respond directly to the Prime Minister, and for administrative issues to the General Secretary of OPM and perform the following duties and responsibilities:

1.1. Support the Prime Minister to ensure that all Ministries act in compliance with Government strategic policies;

1.2. Provide advice to Prime Minister and the Government to identify and review Government strategic priorities;

1.3. Provide advice to the Prime Minister on important policy issues to be approved by the Government meeting and that are directly linked to Government priorities;

1.4. Ensure that strategic and planning documents developed by the Government are in compliance with general Government priorities, including obligations deriving from the European integration process and other international obligations as well as ensure consistency among them;

1.5 Coordinates and manages the proces of the development of the national development strategy. The aim of this initiative is to produce e document that will enjoy the support of a wide range of stakeholders and become a consencual road-map for development of Kosovo’s economy. 1.6 Ensures that strategic and planning documents are drafted in accordance with the standards and procedures defined by the Government;

1.7. Represent the Office of the Prime Minister at the main Government planning processes, and ensures that Government priorities are reflected at annual and short-term operational documents and at the Government budget planning;

1.8. Provide the Prime Minister with recommendations deriving from concept papers submitted for review to the Government meeting and that are directly linked to Government priorities;

1.9. Provide contribution to the Government Annual Plan and Report from the strategic point of view;

1.10. Perform policy analysis on cross-sectorial problems, which are at the same time Government priorities;

1.11. Assist the Ministries to establish and put into function respective structures and mechanisms to coordinate policies and provide them with support in the performance of their functions;

1.12. Provide ad hoc advice on strategic policy issues upon Prime Minister’s request;

1.13. Cooperate with Ministry of Finance to review the Mid-Term Expenditure Framework (MTEF) as well as prepare detailed instructions on the preparation of MTEF sectorial strategies;

1.14. Identify new and important issues of strategic policies for analysis.

2. OSP shall perform other duties and responsibilities provided for by legislation in force and duties assigned by the Prime Minister.

3. Number of staff at the Office of Strategic Planning shall be seven (7) civil servants, as follows:

3.1. Director of the Office of Strategic Planning;

3.2. Two (3) Senior Strategic Planning Officers;

3.3. Two (3) Senior Policy Planning Officers.
